Under this authority, Mr Naficer proceded to acts, and gave the necessary directions to a Contractor named Achoong, to the custom and orders but contrary of the Department neglected to define the work by as written specification, or take a tender from the Contractor, which should clearly express the work to be performed and the amount to be paid for it when finished; however, the L.75 was paid, but no proof exists that the Contractor received it in full for the work in question.
As the work progressed, Mr. Napier informed that the residents of Victoria were anxious to have the road extended towards Saiwan, and widened and improved in a similar manner, and that a subscription had been ced for that purpoed which it was believed would amount to L. 250 or £.300 (vide Letter No. 10 dated 15th March, 1849).
Under these circumstances His Excellency the Governor authorized a further sum of £. 100, and upon a representation made by Mr. Napier, (who had estimated for this extension), sanctioned an additimal £.70, as the private Subscriptions had only amounted to L. 1.
